[ 2381.08, sometime after s2.m8 | Blue Beta ][ Apazi Fellin ]Leanna Mazal had been kind enough to offer her Promenade restaurant for this council's first meeting. Several people had already begun to congregate around an informal arrangement of tables and chairs. They expected a mix of station residents, both Starfleet and otherwise. This all had not been Fellin's idea and he had not been approached first. So new to the station, he'd not been expected to be approached at all, but he could appreciate the opportunity to represent the perspectives of other Bajorans on the station. Bajorans tended to struggle on the topic of self governance and Fellin was no different. Nevertheless, he stood at one of the tables as he organized himself on a PADD. The file was called Frontier Station Citizen Advisory Council. 'Citizen' was a stretch, or aspirational at best - it implied a level of political participation that those outside of the Starfleet chain of command did not enjoy. But perhaps that was the reason they were all here, here at the edge of the galaxy. On the PADD, there was a loose agenda and a sort of statement of purpose. Invitations had been extended to the Starfleet leadership on the ship to speak, although their participation was not required, not in Fellin's eyes. There would be time for an open floor to hear concerns of Fronteirians. A fellow councilor joined Fellin and he smiled. He passed the PADD over. "Have I missed anything?"

[Brack (the Legendary) - Blue Beta]The Ferengi magnate was pleased with himself. In a bid to gain even more notoriety and pull on the station, he had decided that it would be n his interest to form a council; one that would ostensibly represent the wishes and concerns of residents and business alike on Front Ear. All the while, he would be getting free advertisement for the Twilight, his classy hotel and casino, and getting the opportunity to push his own agenda. Hyoo-mon practices were often a waste of time, and time, in turn, was latinum - check your Rules of Acquisition, but Brack quite approved of this one. He approached a table, eyes sweeping the bar and mouth turned down in a sneer. When Apazi held out the PADD, he waved it away with some disinterest. "Where are the complimentary snacks?" Once he'd filled up on free food he'd nominate himself as Mayor or whatever. [Charlie Fox - Blue Beta]Wordlessly, Charlie slid into a seat near what she perceived to be the back of the meeting area. She was there to listen, not to participate. The formation of a council was certainly a newsworthy event on the station, and had she been feeling more like herself then she too might have found it interesting. As it was, things were not going all too well for Charlie, but she put up and shut up. With his soft, constant whirr, Olsen hovered near her right shoulder, perpetually ready for action.

[Blue Beta - Promenade] Coming back from vacation, Leanna had felt rejuvenated and more importantly ready for all the exciting and scary times that she would face over the next few months. The move into bigger quarters had gone well and loved how they had begun to settle in and so far everything was also progressing as it should with the pregnancy. There had also been another surprise waiting for upon her return and that was an invitation to join the newly formed Citizen Advisory Council. Okay she wasn't sure how much she could be involved, but looked forward to taking part and making a difference. She was already an advocate for the lower promenade and helping other businesses so this felt an added bonus. The Betazoid was passionate and this was her home, one that she loved along with raising her family, so anything she could do, was natural to her. Offering the Beta for the first meeting was also a no brainer, knowing that she could provide the space for whoever attended. Having found herself a seat, the newly engaged bar owner, gave her attention to Fellin, before Brack arrived and asked about the complimentary snacks. A Ferengi after freebies wasn't a huge shock but thankfully snacks and beverages had already been taken care of, thanks to her team. In fact there was two tables filled with delicious sweet and savoury treats, alongside a drinks station. Jack was also on hand should they need topping up or if anyone wanted anything that wasn't currently available. " We have two tables of snacks and other delights just behind us, as well as a drinks station if anyone is hungry or thirsty" she said, speaking up and becoming aware of Charlie's arrival too. Lea liked the reporter and was glad to see her in the bar, along with Olsen and of course there was popcorn shrimp available amongst the snacks.

[Devra Kul - Front Ear - Blue Beta]Amongst the flurry of activity, Devra could be found by the refreshment tables. Always the busy-body, she was shuffling the platters and bowls and pitchers around the simple yet eye-catching floral arrangements she had donated to the event, making sure that everything available was both easy to see and access without anyone needing to reach too far. Hearing Leanna's voice join the din of arrivals, Devra shook her head with a quiet tut at the young woman still being very much the proactive business owner. "You really should be sitting down, dear. There's enough of us here to make sure this goes smoothly." One habit she had adopted upon moving to the station was treating her daughter's friends with much the same motherly care and concern, as evidenced by this telepathic comment.

Fellin had always struggled to get along with Ferengis, but if this council was to work at all he'd have to try. Brack was irritating, but he had ambition and even if misplaced, it could be useful. "Anyway, I thought we'd start with introductions," he said to Leanna. "And explain what we're meant to do. Oh, Devra. Good to see you." Fellin halted a moment, noticing Devra Kul had arrived. He hadn't spoken to her since before he'd met with her daughter Jovireh Velal, when he'd told Jovireh that her father may be alive in the Romulan Empire. That had been a month now - he didn't know if Jovireh had shared their suspicions with her. [fn] Knots in the Thread[/fn] Fellin covered with a smile. "Yes. Um, then there's the matter of the proposed Bajoran temple. It will go through Starfleet but, perhaps the council - we would take up the matter. I'm also aware of some complaints about docking queues for small transports. The system for requesting quarters on Kerelia is seen by some to be preferential. And there's Ambassador L'Sho..." He tapped the PADD in his palm. He was probably overthinking it all. He sucked his teeth. "I don't want to get bogged in the petty things, you know? [ Mott Moz ]"And I am here for the food." A twelve- or thirteen-year-old Bolian boy rolled on in and headed direct to the refreshments. He knew what the gathering was about having seen it come through on the station's news service. It was likely meant to be a grown-up thing, but in Bolian culture, children were always included in matters of the community. They might be kept quiet with rock taffy, but they were brought along none-the-less. He loaded up a plate and, even though there were open seats and empty tables, took a chair right to Charlie Fox. "Hi. Want some?" he asked, offering his plate. Bolians always offered to share food, and you were always supposed to accept.

[Brack (the Legendary) - Blue Beta]Brack wasted no time in descending upon the tables of free food. He took a steel-brushed plate and began piling it high with handfuls of everything. He neglected to use the available tongs, instead using his bare hands to select and grab the morsels of his preference. Once it became clear that he could not fit anything else on there, not without losing some food to the floor, he returned to where Apazi and the others were chatting. He could always go back for seconds. Brack's appetites were certainly considerable. "Pah! A temple?" The Ferengi responded, tiny bits of food being flung from his mouth with force of the words. "A waste of prime business real estate." [Charlie Fox - Blue Beta]Charlie recognised the short Bolian from Avi's Workshop. The visit itself was a lot clearer than the memory of her retelling Kaya Som all about it on Qo'noS. Bloodwine made her gossipy. Her brow was arched but amusement tugged at the corners of her mouth when Mott sat down beside her, making himself comfortable, and offered her some of his free dinner. She reached over and plucked one of the popcorn shrimp from his plate. They were her favourites. "Thanks, Lil' Moz. Very generous of you."She popped the bite into her mouth and chewed, smile still on her face. Her eyes were back on the newly formed council though, as they seemed to be working through an agenda, led by Apazi. "What issues do you think they should talk about?" Charlie asked the young Bolian, leaning in a little closer to him, tone curious.

[Blue Beta - Promenade] Always the hostess, it was sometimes still difficult for Leanna to let go as it was very much a part of who she was. Almost as if it was embedded into her DNA and whilst she trusted her team inexplicably and knew that they would get the job done. Her recent absence had left her with a need to ingrain herself back into work, along with several promises to Riyo, her Uncle and Seamus that she wouldn't overdo it. The additional concern from Devra as Lea finished speaking to specifically Brack as well as the others around the table, was unexpected yet not surprising if Lea really thought about it. Jov's Mother obviously cared about her daughter's friends and Lea being one of them had more or less been unofficially adopted by her. That wasn't a bad thing and Lea wasn't about to argue with her. Besides it was something that Aya would of also said as Lea responded in the same manner. " You're right, there is, it's just me being me".It was the truth as Lea took the seat that she had picked earlier, settling herself comfortably before Apazi spoke to her and greeted Devra. Giving the elder Bajoran her full attention as he then continued. It all seemed pretty straightforward in regards to what they would discuss for their first meeting. Lea also understood why Apazi didn't want to get bogged down in the more petty things and why this needed to work. Whilst she formulated her response, Lea noticed the arrival of Mott Moz, who she found endearing despite him stealing from her back on his home world. Smiling as he struck up a conversation with Charlie before Brack well acted like Brack. Dealing with the Ferengi took a lot of patience and the ability of knowing their vulnerable spots. Forcibly reminded of one such encounter where she had ended up grabbing the lobes of one Ferengi to stop his unwanted advances. Although Lea highly doubted that would be needed with Brack as he sprayed food everywhere and gave his opinion about the proposed temple. " Only because you won't be getting any latinum for it Brack" Lea quipped, before turning her focus back to Apazi. " I think having a temple on the station will be beneficial and not just for the resident Bajorans. As for the rest of it, we have enough to start with along with anything else we can all think of as I want this to work too".

[ Mott Moz ]"The gharesh in the park," Mott answered quickly and matter-of-factly. Then he explained speaking quickly, mouth full. "That's a hungry spirit. They come when someone breaks Bolar tanteba. That's the rules about hospitality, like being a good guest. It won't go away until it's full. Until then..." Mott shrugged. He'd been feeding the gharesh for weeks now. [ Apazi Fellin ]For every Brack in the universe there was at least one Leanna Mazal, thank the Prophets for that particular balance. In the short time they'd been speaking, the meeting area had quickly filled up. People had arrived in groups of three or four. In no time at all, it'd be standing room only. "Best get started," he suggested. When he was confident Leanna and Brack would follow, he headed towards the front table. When he arrived behind his chair, he remained standing. The acoustics in the space were good - he need only speak clearly to be heard. "Welcome everyone," Fellin said. "Nice to see so many of you. This is the first meeting of the, well, a civilian advisory council. I'm Apazi Fellin. You might know me from my passable hasperat. Thanks to Leanna Mazal," he gestured at the lovely Betazoid, "for use of the Beta. And thanks to Brack for inviting me aboard." He paused for a moment, as Fellin so often did, never the sort to steamroll a conversation. But he had the floor, so he pressed on. "Our hope is to be able to present to Starfleet the interests of residents like yourselves and cooperate to make things better. With the colonization of Kerelia, it's only bound to get busier here." There were murmurs of agreement. "Now, we," he meant the other two counselors, "had some matters to bring up, but we'll want to hear from you all as well." He took a seat then. "First item - let's see. Right, following Ha'mara, the Vedek Dima is looking to establish a proper Bajoran temple here. Devra smiled to herself at the younger Betazoid's telepathic response, grateful that there was no argument. Though with a doctor as a fiance, Leanna was likely quite accustomed to being fussed over. Hearing someone else speaking to her, she lifted her head to the Bajoran. "Always a pleasure to see you, Mr. Apazi," she replied, her bright smile betraying her innocence of the news he had recently shared with her daughter. Momentarily done rearranging the table, she grabbed a plate and began to load it up for herself, keeping a trained ear on the conversations happening around her. "Oh, I think a temple is a wonderful idea!" she interjected, perhaps a bit more loudly than necessary, with the full intent of silencing the Ferengi's petty argument. Shuffling towards the chairs, she took a seat and slipped a piece of fruit into her mouth.

He brandished a breaded chicken drumstick and then pointed it at Apazi, one eye squinting at the man. "Rats outnumber us all, should we set up a rat church?"He tossed the chicken back down on his full plate, but then thought the better of it and picked it back up again. [Charlie Fox - Blue Beta]"That sounds pretty dangerous," Charlie mused aloud, having no idea what any of this meant but certain she was looking it up later. "Are there many gharesh here?"Olsen was still focused on the beginning of the meeting, but she knew that her conversation with Mott would be picked up on a secondary recording. "There must be a lot of people being crappy guests on the station, then."That honestly didn't surprise her.

[Blue Beta - Promenade] Being called an idiot wasn't exactly a new insult as far as Leanna was concerned and she doubted it would be the last time either as Brack responded to her. He may be focused on profit and latinum but Lea could also see that she was unlikely to appeal to anything other than his ego. " My mistake Brack" she replied sweetly, thankful that Apazi had decided to start the meeting. With everyone settled, Leanna acknowledged the thanks the elder Bajoran gave her and Brack before he continued. Shifting her focus to what was said next and their hopes for the council as well as the thoughts and opinions from those who had been invited. Lea was happy to hear that Devra was also in support of the Bajoran temple, before unsuprisingly Brack cut off Apazi with sarcasm. Lea knew that this might not be completely straightforward but Brack's outburst and continued thoughts as he brandished the breaded chicken, did give the Betazoid an idea. " How about we all vote on it?" she offered, believing that this would be the fairest way for a decision to be made, before taking it to Starfleet. " That way we can find out who supports it and who doesn't as well as making it fair for everyone present".

[ Apazi Fellin ]Fellin gave Brack a whithering stare that wasn't likely to penetrate the Ferengi's thick skin. His turn of phrase - rats - certain Cardassian occupiers had been fond of that particular poetry. Leanna attempted to salvage the moment and Fellin decided to go along rather than have more words with Brack right then and there. "That's fine. Everyone can vote and we'll, us here, share the concensus with Captain Eastman," Fellin agreed with that minor clarification. At this time, this council didn't have any official power. He might have liked more discussion, but they were just starting out. They'd have time to get into a rhythm. "Old fashioned way. Raise your hand - palm forward for support, palm away for opposition." Old fashioned Bajoran way, that is. "On the matter of a Bajoran temple here on the station, how do we find?" Fellin raised his left hand above the shoulder, palm forward. [ Mott Moz ]"Just the one," Mott answered, speaking of the Hungry Ghost. This time he made his voice quieter to avoid disrupting the meeting. "But it's big, I think. Every morning all the food is gone, even the trays and silverware. It's going to need a lot more to be satisfied enough to leave." "What's 'crappy mean'? If it means bad, then yes. But it's also neglectful hosts. You know, making sure everyone who comes here are safe and comfortable. You're supposed to welcome them, make sure there's enough food, and if they have any customs or anything." Then Mott saw everybody raising their hands. "Unless you are planning on opening a profitable business in the same space as the proposed temple, your argument is invalid!" She didn't particularly feel a vote was necessary, considering Brack was the only one that had spoken in opposition of the temple. However, she understood the desire for the clarity a vote would provide, and raised her own hand - palm forward.

At the next meeting, he'd be sure to invite some like-minded individuals who would restore balance and sanity to proceedings. He sneered at the flower woman. "Depriving a citizen with the opportunity for profit and worth is not invalid." Had he been less legendary, this stupid chatter would have made him lose his appetite. "And for religion."Brack had learned of the religions of many of the species on this station; believing that spirituality could be a booming business by itself. Unfortunately, under the Federation's authoritarian eye, "donations" were discouraged. "You lot can explain it to our friends and neighbours who came here with dreams of having a business amongst the stars."He raised his hand, palm away. "NAY!" He fog-horned. Obviously he had a very active imagination, but even though it was a story wrapped up with the wonder of a child's curious mind, there was certainly a really good point to be made with it. "Maybe we should write about the gharesh. Make it into a report. It would be a good way to encourage the people who live here to be more welcoming."
