Early Life/Pre-Starfleet Career:
Born in 2351 into a family with a strong tradition in Starfleet in Canberra, Australia, Earth to parents of high status. His father, a Starfleet Marine Corps officer, is the Director of Special Forces and overseas units such as the MACOs. His mother is a senior politician serving as Earth's representative on the Federation Council and is the Chair of the Federation External Affairs Council.
After graduating high school, he began studies at the University of Sydney in 2368, studying a Bachelor of Arts/Bachelor of Laws majoring in Galactic Security and Romulan Studies. He did well in his studies, at least the parts that interested him (he did poorly in torts and contracts) and was active in the debate team, where he won a number of competitions. His studies were particularly focused on the Romulan Empire and both its internal politics and its relationship with other states. Harmon intended on becoming a prosecutor, the Dominion War broke out in 2373, around the time he finished his studies, and so he decided to enlist in Starfleet.
Academy/Technical Academy (if Starfleet):
Harmon initially enlisted as a Security Officer and began officer training but was quickly picked out to become an Intelligence Officer. As he had already completed civilian studies, after completing office and intelligence training, he was promoted to Ensign and quickly assigned to the front, being assigned as a junior Intelligence Officer on the Sovereign Class USS Indomitable of the Seventh Fleet.

Harmon’s first major battle was the Battle of Tyra, a crippling loss for the Federation where ninety eight Starfleet vessels were destroyed with only the Indomitable and thirteen other ships surviving. With the loss of much of the Seventh Fleet, Harmon was given increased responsibilities within the fleet’s Intelligence Department as most had been killed when the fleet’s flagship was destroyed. Harmon was not confident in his new duties, and was not prepared, which would have dire consequences a few months later. After a few months of recovery and replenishment, the Seventh Fleet prepared for an offensive against the Dominion in the Sybaron System. Intelligence was tasked with determining the Dominion’s strength in the area. The fleet’s Intelligence Department, was by then in shambles with officer’s given responsibility over areas they had no experience or training in and a number of mistakes were made. Stealth Intelligence Probes (SIPs), which were used for reconnaissance and intelligence gathering were poorly programed and misidentified certain Dominion ships giving the perception that several battleships were freighters, they failed to sweep for mines, and failed to properly account for magnetic interference from a gas giant in the system in scans, the latter of which was Harmon’s responsibility.
Although there were some concerns raised by some Intelligence and Tactical Officers who urged caution, the Tellarite Commodore, Lum Shind, the Acting Commander of the Seventh Fleet, trusted the intelligence unquestioningly as his son had been leading the team, being the senior intelligence officer (despite being a part of the Office of Legislative Affairs, responsible for keeping the Federation Council informed of intelligence, and as such was not experienced with intelligence gathering itself). Emboldened by this intelligence, Commodore Shind prepared an aggressive strategy for the offensive. Faster, smaller ships would move quickly to attack the ‘freighters’ while the larger ships of the line would aggressively force their way down the middle of the lines of the main force allowing them to fire both port and starboard weapons simultaneously at the supposedly inferior force.
The battle immediately started out badly, the smaller ships sent to attack the ‘supply freighters’ were quickly destroyed as the ships turned out to be heavily armed. Then, as the main force engaged the bulk of the Dominion forces, more Dominion ships emerged from behind the gas giant, flanking the Seventh Fleet. After a long period of intense fighting the Seventh Fleet, having taken heavy casualties, was forced to withdraw to its nearby staging point. A few days later the Dominion launched a counterattack inflicting more casualties, however the Seventh Fleet managed to hold, but barely. These experiences shook him and he continues to suffer from PTSD, which he refuses treatment for, to this day.
Following the Battle of Sybaron, Harmon was reassigned to the Tholian border to monitor Tholian activity and attempt to ensure they did not enter the war on the side of the Dominion.
After the Breen sacking of Earth, he was promoted to Lieutenant Junior Grade and reassigned to a liaison role with the Romulan Tal Shiar, serving on a Romulan Bird of Prey that was operating in Breen lines, monitoring Breen movements and reporting back to the allies. He remained in this role for the rest of the war.
With the conclusion of the war, Harmon was assigned as a Junior Counsel at the Chin’toka Trials, a series of military tribunals conducted by the victorious allies which prosecuted a number of senior political and military leaders from the Dominion and the Cardassians. Harmon primarily worked as an assistant prosecutor in the case of Thot Gyr, the only Breen officer captured. He was found guilty of planning, initiating and waging a war of aggression, and of participating in war crimes, as he had been responsible for a number of massacres as well as the taking of slaves. Gyr managed to commit suicide shortly aftet the guilty verdict, however. At one point during the trials, Harmon attempted to recuse himself and resign over anger at what he perceived as leniency towards some sentences, but he was ultimately convinced to stay.
In 2376, he was assigned to the Office of Romulan Analysis where he primarily worked on monitoring the political situation in the Empire. In 2377 he was promoted to Lieutenant and given responsibility over a spy ring in the Empire. Through this he became aware of Shinzon’s careful cultivation of allies, such as Donatra. Harmon warned that Shinzon’s relationship and popularity with the Remans, combined with his moves to secure allies could potentially result in a civil war, however his concerns were dismissed. In 2379, he wrote a report on Shinzon at the request of Captain Picard, however it was short as there was still very little information available about him. Despite his academic expertise and experience with the Romulans, Harmon was reassigned in 2380 to the remote Front Ear Station, supposedly because he was being promoted to Chief of Station but in reality it was repercussions from an affair he had with the daughter of the Admiral commanding Starbase 39 (where he was stationed). Harmon is not at all pleased with his new assignment.

Harmon was fuming, “Is this serious?” he yelled angrily at Captain Newton, his immediate superior and head of Intelligence agents on Starbase 39. She was always calm, stoic and unflappable. A good leader who he respected a great deal. And this was hardly her fault. Yet Harmon was unable to hold back his anger. He had just been informed of his ‘promotion’ to Chief of Station on the Front Ear Station, a distant backwater posting with little prospect for advancement or meaningful work. Especially as it was so far from the Romulans and thus Harmon's expertise. "I'm the best expert on the Empire Intelligence has, I've cultivated relationships and built trust with my informants and networks. Replacing me is a mistake, and you know it"
"It's not up to me," the Captain calmly replied. She did indeed understand that Harmon was right, but her hands were tied. "It's politics, Matthew, you know it is. I don't have the influence to stop it. The Admiral will not stand for you on his station, if you don't accept the promotion he'll find some other reason to move you that won't reflect well on your record at all. Please, just accept it, for your own good."
Harmon shook his head in anger, not willing to take it so passively. "If he's incapable of behaving professionally, if he's incapable of putting personally grievances ahead of the best interests of Starfleet, of the Federation, that he's the one who should be reassigned to the arse end of nowhere!"
"Your relationship with his daughter was unprofessional, and it has effected your work has started to suffer. No, I don't think you should be reassigned, you're my best agent, but he will drag your name through the mud with pleasure if that's what it takes to get you away from his daughter," she explained, her calm tone showing slight signs of faltering. "Think of the benefits, you do a good job as Station Chief down there and in a few years you'll get a better positing, at a higher level. Don't end your career over this."
Without offering any further argument or response of any time, Harmon turned on his heel and stormed out of the room. It was time for a drink. A drink to mourn either the death of his career, or at best it being put on life support.
