OOC: The main star here is not Felicity, nor is it Judy, but rather the unparalleled Kece Lunn. Enjoy!
10 days after the events of A Tail of Two Planets and Anomaly[Cmdr. Judith Eastman(-Williams), PhD - First Officer's office, Front Ear Station]Judy very rarely went on away missions. She was, after all, a heart patient, and approaching her 64th birthday - hardly the ideal candidate for landing on an unknown planet. No, her lot as a First Officer was a different kind of tense, dangerous situation. Judy looked down at her PADD to see her next appointment. Time: 1500 HRS Topic: The Disgraceful, Criminal Misuse of my Unparalleled Talents, and How I Propose to Remedy This Horrific Travesty Requested by: LEUT Kece Lunn Participants: CMDR Judith Eastman-Williams; LEUT Kece LunnMabel had informed her that Captain Ellis had received a similar request, albeit with fewer adjectives. On this request, Captain Ellis and the Starfleet brass had been CC'd. "Oy vey izt mir," Judy muttered. It certainly didn't help that she knew Kece Lunn already. She took off her reading glasses and looked out the viewport, from her perch behind her antique, wooden desk. =A= "Eastman to Lunn; I'm ready for you," =A= she commed.

[Dr. Chief Lieutenant Kece Lunn - En Route to First Officer's Office, Turbolift -> Deck 2]"Ready for me!?" The dapper man spluttered aloud in response to the wretched woman's summons. "I assure you, Madam, you are not!" He was talking to himself, luckily for him, but it was likely that many in Ops overheard his mad ramblings as he stepped out of the 'lift, imperiously gesticulating with his arms, showing the air around him who was boss. He sped across the Command deck, his very presence and every move demanding attention. When he reached the witch's office he stood outside it and announced his presence. Once granted entry, he stepped inside, ready for battle. "I have arrived," he told Judith Eastman.

[Cmdr. Judith Eastman(-Williams) - First Officer's office, Front Ear Station]There was something about Kece Lunn's grandiose presence that was one-of-a-kind, unmistakable. There was bluster you could taste. It wasn't Judy's first rodeo, but she had a certain feeling about this one. She stood up to acknowledge him. "Good afternoon, Doctor," she greeted, steady as always. "We have an hour before I have to pick my daughter up from school, so I'll just get us some water, and then we'll jump into it."She motioned Dr. Lunn towards her conference table - a 10-seater made of real wood, with ergonomic chairs around it - and then approached the replicator. In the middle of the table was a modest holographic projector, and a small control panel built into the side. Judy also had, at the center of the table, a stack of coasters with corgi faces on them. "Two glasses of water, 14 degrees celsius," she ordered, and the replicator delivered. As she made her way towards the conference table, she looked at Dr. Lunn, to see what he would do and where he'd see fit to seat himself.

[Dr. Chief Lieutenant Kece Lunn - First Officer's Office, Deck 2]Kece Lunn wasn't sure why he needed to know about the First Officer's familial obligations, but he kept quiet about it, because he was a gentlemen, and they had charm. Without even considering any other options, or the fact that this might be some kind of test, he placed himself at the head of the table and sat, waiting to be served his tepid water. Not even a slice of lemon or cucumber. Barbaric. "Alright then, let's dispense with polite courtesy and 'jump to it', as you say," he bristled a little, but he was making some obvious efforts to calm himself and present a professional, collected demeanour. His skill as a surgeon had saved lives; and one could never lose their cool at such times. "As you are no doubt aware, Julie, my qualifications are extensive, and my experience impressive.""As mentioned in my many, many meeting requests, I do feel as though I'm being criminally underutilized. I was under the impression that my transferring here would yield a Chief Medical Officer appointment, yet here we are, being managed by a twenty-something fresh off the boat." His dark eyes were earnest and his tone became impassioned. "It's scandalous!"

[Cmdr. Judith Eastman(-Williams) - First Officer's Office]Judy wasn't sure what to make of Dr. Lunn. On some level, she absolutely understood the pain of working under a much younger individual. She'd entered the fleet in her 40s, and reported to younger people for... all of her career, actually. There were quite a few Admirals under 60, and Captain Ellis wasn't exactly cashing in Senior discounts. However, with Kece's attitude, he lost a lot of the goodwill he naturally would have had. Not least, calling her by... not even her correct given name. She set the water down, on the coasters, then grabbed her readers and sat down at the center of one long side of the table. "I wasn't aware we were on a first-name basis, Quiche," she ribbed, demonstrating a sharp tongue she usually held in reserve. She gently, almost nonchalantly, moved her readers in a small circular motion, pinching the right corner between her thumb and index finger. "In any case, Lieutenant, strict seniority doesn't equate to managerial talent," she continued, using his rank so as to remind him that he was, at the end of the day, a subordinate. She liked to elevate her crew, treat them with respect, make them feel equal, look at them as family, but she couldn't operate in this manner when she wasn't respected. "Tell me about your managerial experience," she instructed the good Doctor, holding the right temple of her readers up to the corner of her lip. She'd already decided she wasn't going to push out her CMO, but she didn't let on. She still opted to affect interest in this madness, and maybe get a better understanding of this man.

[Dr. Chief Lieutenant Kece Lunn - First Officer's Office, Deck 2]When Kece caught a flash of the coasters his hand flew to his chest, right around the place where there'd be a string of pearls if he were so inclined to wear them for clutching. His eyes widened as he witnessed the perfectly normal glass being placed on the dreadfully gaudy thing. "Kitten's whiskers, Julie, what is that creature? And where are its legs?" And why is it necessary for my water to rest atop it? It became obvious, quite quickly, that his host wasn't best pleased with his casual use of her name. He wasn't totally oblivious, after all, yet he thought perhaps her pronunciation of his name might be as a result of a French background. He liked French cuisine, and the language itself was known as one of the romantic tongues. "Ah, I wrongly considered us peers, my apologies," he said, all charm and inclined head. He was a gentleman; if the lady did not like him using her name, then he would refrain, as per her wish. When she asked about his managerial experience he leaned forward, all thoughts of the coasters forgotten, keen to speak at length about his many achievements. "Well, Commander," he paused for dramatic effect, to ensure that she noticed he was being formal, "I believe that experience is something that equates to managerial talent. I have run countless surgeries in my many decades as a surgeon. The Operating Room must always be calm and those within it must always be ready to follow my orders to the letter, and quickly, lest we lose the patient. My unique services have been called upon from every corner of the Alpha Quadrant. I delivered the great Captain Naira's child, using a very precise procedure involving a transporter and beautifully executed micro-sutures."He didn't even need to stop for break, such was the extent of his magnificent breath control. "I have participated in and directed numerous successful musical extravaganzas. I am well-versed in delegation, and I believe one of my many skills is talent management - I have an innate ability to learn an individual's true worth, and apply them accordingly. I once cured 759 people of a nanovirus."
"Then there was the time I talked a Klingon out of vengeance. Oh, that's a fantastic tale, Commander, and the Klingon fellow, well, he was being decidedly Klingon over some slight that was made over his style of dress..." And on, and on Kece would go, when he'd stop, that's for Julie to know.

[Cmdr. Judith Eastman(-Williams), PhD - First Officer's Office]In the flow of the conversation - or rather, Dr. Lunn's bluster - Judy allowed the matter of the coasters to slip entirely. Not that she could get in a word if she wanted to pursue it, considering Kece Lunn wanted to talk... ...and talk... ...and talk... Judy evaluated him. At face value, there was much to like about his pitch: he was evidently a talented surgeon, with the decisiveness and nerves of steel of that profession. However, this was all undercut by the great braggadocio he demonstrated. This was a man who liked to relive his own achievements, bask in his own glory, and (given that his lips were still moving) hear the sound of his own voice. These traits were much, much less favorable. "You are a brilliant surgeon," Judy cut in, albeit with ego-soothing words. "Your résumé speaks for itself."This was genuine. On paper, Kece Lunn's record was astounding, and, what's more, it was far more impressive on paper than in his mouth. "Since you are such an extraordinary healer, Dr. Lunn, I'd be absolutely crazy to waste hours of your every day on meetings and paperwork, don't you think?" she asked.

[Dr. Chief Lieutenant Kece Lunn - First Officer's Office, Deck 2]She interrupted him, but it was to compliment his immense skill, and so Kece allowed it. He didn't just allow it though, he welcomed it. His back straightened a little and he had the look of a preening parrot, there in his exquisitely colourful silk neckerchief and coiffed hair. "Yes, yes, thank you, Commander. It is always a relief to be in the company of someone who recognises useful talent." She had effectively shut him up; a feat not so easily achieved for most. She was right, of course, regarding him being brilliant and his time being wasted on meetings and paperwork. "A good leader knows how to delegate, and that's a practice I'm quite comfortable with. Some individuals don't have the skill that I have in the areas of healing, and so their time is best utilised looking after the more mundane, administrative sides of things, don't you think?"He picked up his glass and sipped daintily, pinky finger raised just ever so slightly. "But I do agree with you, I could use my own space and more time to do what I was created to do."

[Cmdr. Judith Eastman(-Williams) - First Officer's Office]Judy continued to make a small circular motion with her wrist, moving the reading glasses, as she listened to Kece disqualify himself, forever if she could help it, from an administrative position. "Dr. Lunn, I think we're not exactly on the same page on what it means to be Chief," she told him, gently but without question or hesitation. "All the paperwork, administration, weekly meetings with me, all that jazz, that's what the Department Head position is."Judy set the readers up on her forehead, getting them out of the way before she finished her point. "In my experience, being the Chief Medical Officer isn't the same thing as being the best Medical Officer. The Chief is a Medical Officer who sacrifices her time to handle these administrative mundanities, so the other Medical Officers will have dermal regenerators, replacement organs to transplant, those fancy-shmancy new Exoscalpels[fn]MemA seems to indicate that Exoscalpels are a more modern successor to Laser Scalpels, but it's kinda vague.[/fn] with which to cut us open, and vacation days to take. That's what it means to be Chief."Judy had adopted a more direct manner, but she remained relaxed and held her sharp tongue firmly in reserve. It wasn't easy, considering Dr. Lunn had just asked to be CMO in the same sense that young Michael Eastman was "Captain" when he wore a little Starfleet uniform and sat on Grandma's lap in the Captain's chair.

[Dr. Chief Lieutenant Kece Lunn - First Officer's Office, Deck 2]"Yes, I know."Kece Lunn wasn't quite sure why Julie was listing off all of the Department Head duties... he was very aware of what the position entailed. It was an appointment of authority, and one he absolutely had earned and deserved. His skill, his gravitas - he was the perfect candidate. When she opined as to what she believed being Chief Medical Officer meant, he looked at her with a look of comical incredulity. "Well, in my experience, Commander, a good CMO does all of those things. The Chief Medical Officer takes care of the day to day running of his Sickbay, attends meetings, reports to Command, but he also has patients, performs complicated procedures and imparts his experience and wisdom accumulated from decades spent honing his craft in the medical arena."He narrowed his eyes a little, wondering what experience, if any, she truly had running a medical department. "A doctor is always a doctor, my dear," he pontificated loftily, "What you are describing is a personal assistant. Tell me, have you spent much time in a Sickbay? I do believe that it would benefit you greatly as First Officer to see for yourself how things actually work there."

[Cmdr. Judith Eastman(-Williams), PhD - First Officer's Office]Judy noted Lunn's bloviating, a sadly familiar behavior to her. This was a man who held himself in the highest regard, thought himself to be infallible, and saw dealing with her as a formality. That was her assessment, and she would've very much wished it weren't so. Not to mention, he was full of it. "At my age, I spend a lot of time in sickbay, willingly or not," she quipped, trying to slightly defuse the situation with humor. Judy leaned back in her chair, maintaining a relaxed posture. "Back to what I said earlier, Doctor, what sense is there in wasting your time on reports to Command when you could be in the operating room, saving lives?" she asked. "In terms of allocating station resources, how does that decision make any sense?"

[Dr. Chief Lieutenant Kece Lunn - First Officer's Office, Deck 2]Kece blinked, taken aback by her humorous admission that she spent a lot of time in Sickbay because of her age. He had no idea what she was talking about, she was barely older than he, and he was in excellent shape. "Why is that, if you will forgive the curiosity, Commander?" He wasn't her physician, and frankly hadn't cared enough previously to look too deeply in to his commanding officers' medical histories. Perhaps he should do just that; it could prove useful in future negotiations. His confusion continued when she returned, once again, to the misplaced belief that CMOs could not do surgeries. "I would always be in the operating room, saving lives. It calls to me, I could not ignore it. But I would perform the particularly challenging ones." It wasn't just because he was the best, it was also because he wanted to be the hero. "Doing surgery doesn't preclude me from filing reports." He snorted out a quick laugh. "I can walk and talk, Commander. What a strange notion!"

[Cmdr. Judith Eastman(-Williams), PhD - First Officer's office]Judy sighed. Was her point not getting across because she wasn't making it well enough, or because he wasn't listening? Or perhaps both? "You can look at my medical record in your spare time, to satisfy your curiosity," she said briefly. "In any case, the question isn't whether you can walk and talk, Doctor, but whether you can play the tuba and chew gum at the same time."That was, really, the key point here. That simple. "The simple fact is, Doctor, that when you're performing administrative duties, you're not operating on patients, and vice versa. To be Chief is to devote more time to administration, and less to your own medical practice, as I mentioned earlier. Every hour that goes to one, is an hour that doesn't go to the other," she explained the analogy. Still calm, collected, and soft-spoken, she didn't allow Dr. Lunn to get under her skin. She'd cultivated a nice, long fuse over the years.

[Dr. Chief Lieutenant Kece Lunn - First Officer's Office, Deck 2]Kece Lunn took a moment to consider his response. His end goal was the CMO position, not to give himself more work by throwing Thea Baker under the bus. But his ego would only allow his silence for so long. He had things to say, and people needed to hear those things. It would be in everyone's best interests, really. "I assume that Dr. Baker is not aware of your rules, Commander, and that she hasn't been told she can no longer perform surgeries or practice medicine."He tut-tutted, and shook his head, his expression showing some disappointment. He was also an accomplished actor. "I'll be happy to pass these expectations along to her, I'm sure she won't mind giving up her vocation in order to meet with your unusual expectations." Oh, snap. Your move, Julie. "I'd be delighted to inform her that I'll be taking over the care of her patients." He smiled broadly at her.

[Cmdr. Judith Eastman(-Williams), PhD - First Officer's Office]Judy kept herself under control, resisting the strong urges to roll her eyes, raise her voice, or tear into Quiche. Her dignity, her respect for the office she held (and also for herself) was too great. She knew, from years of experience, that the opposite direction was more fruitful. For her to act up was a victory for him, a successful knock off balance. She took a breath in, a breath out, and then addressed it. "Doctor, is doing less of something the same as not doing it at all?" she asked rhetorically, her eyes leveled towards Lunn and her voice scarcely more than a whisper. Kece Lunn had taken one step too far, and the kindly, grandmotherly Judy Eastman-Williams was no longer in reach.
