Judy adjusted her glasses. She could definitely have articulated that better.
"Yes, she is very bright and capable, and she's not a little kid, but no 20-year-old, however bright, is truly, fully mentally mature," she stated, her words accompanied by small, smooth gesticulations. "At that age, she's still very much susceptible to influences, particularly of the bad kind - and if you're not sleeping with her, the day-drinking is still a bad influence. Take it from someone who's raised a few kids."
Judy considered herself to be something of an expert by now, being on her 4th child and 5th grandchild.

Harmon took a small amount of pleasure at forcing Eastman to re-articulate her case. He knew what she meant of course, it perhaps had merit but he wasn't willing to capitulate to her demands or insinuations or give her what she wanted. His autonomy and privacy was one of the few things he had left given his career was in tatters. "Even if I were drinking as much as you believe, she is more than capable and mature enough to avoid adopting vices she may see her superiors partaking in." With that he decided he had tired of this game. He leaned forwards in his seat prepared to stand and leave. "Is that all, ma'am? Or did you have more than schoolyard rumours you wanted to discuss?"

Judy shook her head. She had a feeling that, far from being able to leave Harmon to his business, she'd need to keep a close eye on them. As if the station needed another nexus of instability.
"No, Lieutenant, that'll be all," she released him. "Just remember how unpleasant this was, so try not to do anything that'll make us have this conversation again."
This was the best threat Judy had in her that she was willing to use. Threatening Harmon's future prospects wasn't going to be constructive, and she still needed a stable working relationship with the man. Actual guilt wasn't likely to work either, so the best she had was the threat of another session.

Harmon was glad this was finally over, and got up immediately after the Commander said that would be all. He ignored her threat and exited the room without even looking back at her.

Judy walked back to her desk. She had to write up a report about this affair.
She sighed loudly, donned her wrist brace, and pulled up a text document.
It is my opinion that LEUT Matthew Harmon's use of Alcohol is, at the very least, a cause for concern. I neither have the knowledge nor the suitable training to determine whether Mr. Harmon abuses Alcohol, but I most certainly cannot dismiss the possibility.
At this juncture, I will continue to monitor Mr. Harmon, and may decide to recommend, or even mandate, counseling if I deem it necessary.

As a matter of habit, Judy signed all notes and correspondence with her initials, even that which went out, and to a very narrow audience (Harmon's personnel file) with her virtual letterhead.
