Judy was born to the old aristocracy of the Terran Empire. Her parents, more moderate industrialists, had adjusted early to Spock's move away from slave labor by automating their mining operations. The need to start environmental mitigation ventures was less friendly to the Eastmans, but they endured. Young Judy was raised without a care, living a life of great luxury.
All this changed when the Klingon-Cardassian Alliance began to destroy the Empire. The young (7-year-old) Judy was sent away by her parents to their business associates on Kurjaria, to keep her safe. Watching from afar as her people were enslaved, she resolved to never, ever be as weak as the Terrans had been when she was born. To her, the world was full of hunters and hunted, and she would never again be hunted.
After working in a variety of different capacities, and manipulating a variety of different people, Judy came to lead a flotilla of warships, operating in the spacelanes of the galactic hinterlands. All traffic in that swath of space between Cait on the one hand and Kurjaria on the other answered to her, and paid "tolls" (in essence a protection fee) to avoid being seized.
Now on her 13th year of operations, Judy is the self-designated "Commissioner" of space travel in the region, though no one knows for sure who commissioned her to operate here. She allows the movement of refugee transports without harassment, but this is the limit of her charity.
Personality:
Judy Eastman is vicious. She exists in a world of predators and prey, victims and perpetrators. She chooses to be a perpetrator, because she refuses to be a victim.
Judy's husband, Kece, is like her, a product of the old elites of the Empire. The pair came together to commiserate, and stayed together to survive. They enjoy the finer things in life, such as Opera and public executions.
Judy has many vices, including a fondness for the carnal pleasures she enjoys from much younger men. Many a subordinate has earned a promotion by sleeping with the boss.
Other than Kece, Judy's only real emotional connection is Mabel. She had found the young woman smuggled on a freighter to this region, much as Judy herself had once been. Taking pity, Judy adopted the girl, and began to mold her into a worthy successor. So far, Mabel has proven to be up to the task.
As a boss, Judy is a harsh taskmistress. She expects excellence, and she expects compliance. She never raises her voice, but her steely glare and fondness for the airlock makes her terrifying. She is rarely truly happy, but sometimes is pleased when the work is done right.
