[ Ellio Morrow | Streets of Fenlo, heading to Dostallo ]"Hey! Hey! Hey!" Ellio Morrow turned and protested as soon as she noticed her cousins charge someone coming up from the fringes. Celladore was a peaceful place and Fenlo was hardly the exception. But anyone in their position was bound to have a temper. As she came up to them, she raised a hand to calm anyone else in the crowd who might come to Ellio's aid. This was exactly what they didn't need. As Ellio approached it was clear the blue being was not local to Fenlo or, indeed, perhaps the city at all. "Let her go, Allis. You a big man, huh? Sakes."They released the Andorian. Ellio waved a hand at him and gave him a little hiss that only a big sister could command. The others drew back. To the woman, Ellio shook her head. "He watches too many fights at Adjur's.""You're not from here and you don't know me. I'd never do anything to put my community at risk and maybe it's different where you're from but the last thing the city council wants is a full-on confrontation. We know what we're doing. Join us if you want. If not?" Ellio gestured back down the road. "Benni's has a great bulgogi."Ellio lifted her eyebrows and placed her hand on her chest, an quiet request. So many thought they knew what was best for Fenlo, bringing their own assumptions and prejudices from their corners of the galaxy, thinking they could be applied here wholesale. Chloe smiled as Kova stuck the finger up at her. She was oddly proud of herself for eliciting that response. As the crowd marched it seemed Kova had finally taken her leave, however she soon showed up again, trying to stop the march only to be attacked. Chloe rolled her eyes and tried to make her way to the front of the crowd to break it up and get them to leave Kova alone. She deserved to get socked now and then, but not like this. Before Chloe had a chance to intercede Ellio managed to put a stop to it, which Chloe was internally grateful for. She wasn’t sure she’d far much better than Kova if they tried the same on her. She looked back into the crowd trying to find Kaya, hoping she’d come to join her.
“I’m sorry about my...acquaintance,” she said softly to Ellio. “She thinks she’s helping. She’s not good at listening, always thinks she knows best. But she means well,” at least Chloe thinks she did. Maybe she just had a superiority complex.

She had apparently tried to take air in too quickly and ended up coughing heavily. She supposed it would be in her best interest not to tell Allis that he hit like a bitch. She could hear Ellio apologize on behalf of people. The Andorian looked up, and soon got the other half of the statement pointing out the obvious: that she was an outsider and politely inviting her to tag along or to butt out altogether. And then there was Chloe, apologizing on her behalf... though it was just as insulting. Sensing that she could finally breathe and talk at the same time, Kova started to push herself back to her feet. "What I know is that regardless of the best of intentions, things can get out of hand, especially if they feel their interests are threatened," Kova said, her hand resting over her stomach. "Right, Allis?" Her eyes drifted towards the man that Ellio had addressed only moments ago. "Look, I'm not going to try to stop you," said Kova. "Truth be told, I don't want anything to do with any of this." Kova gestured towards the crowd. "But, if you want them to listen, then you should at least speak the same language." Kova picked up her interactive lens/ "Chel-E, initiate Bullhorn protocol. Transfer all rights to Ellio Morrow." The lens itself glowed green signaling the protocols had taken effect. "Everything is legal," Kova said as she offered the lens to Ellio. "Call it leverage... call it a nest egg... do with it whatever you will. Start to fix up this place... relocate... that's your call." The andorian shrugged, leavin it all for Ellio to decide. If she decided to access the lens, she would find several lush accounts and properties around Dostallo had been deeded to her, and some of the taxes on the proposed spaceport properties had been paid in advance. Granted, the loan needed to even begin a series of transactions had resulted from 'borrowing' monies from thousands of accounts in the local banks, but it had all been returned. The rest of the money had grown from purchasing and selling properties blindly and remotely until a profit had been accrued. It was entirely possible that Ellio could book transport off this rock and buy a moon of her own if she wanted to, but Kova was willing to bet that she wouldn't. It was potentially a chance for Fenlo to join the rest of Celladore in prosperity. How this would all play out was unknown to the Andorian, but the people behind this spaceport wouldn't be able to just push Fenlo out. It was a financial war chest, one that a Ferengi could likely mine through effortlessly. But perhaps Ellio would figure it out. Either way, it would definitely buy Fenlo some time, and with time maybe more support. Maybe the big whigs would find it easier to set up their new spaceport elsewhere. Either way, it wasn't any of Kova's business, and it was time she acted as such. Kova's eyes narrowed as she pointed in a particular direction. "Bulgogi? Benni's is that way?" Kova started to move in the opposite direction of the crowd. "Oh, and if anyone asks... all Charlie Fox's idea. Remember that name: Charlie... Fox." It was better to have Charlie's name tied to this. It gave the threat of unwelcome exposure, and well... much better if people went knocking on Charlie's door for answers rather than Kova's. Besides, the human had a knack for answering questions with questions... unwelcome, uncomfortable questions.

[ Ellio Morrow | Fenlo -> Dostallo ]Ellio shook her head as the Andorian handed her a glowing device. "Relocate," Ellio stepped back with a look of utter disappointment, the lens heavy in her hand. The suggestion was foul to her. It would never end, would it, outsiders making absolutely no attempt to understand Celladore or Fenlo before trying to 'help'. They tried. They meant well. But that didn't make it any less destructive. Ellio didn't exactly follow what it was Kova had just handed her, but she knew enough to understand that it was money. It wasn't understanding, it wasn't respect, it wasn't structural change, it wasn't cultural competence. Maybe that was what Dostallo wanted, but Ellio knew better. You can't buy change. You can't buy equity. Kova left and Ellio shrugged clapped her little human friend on the shoulder as she moved back to the front of the crowd. She didn't know or care who Charlie Fox was, and didn't care to if they were anything like the meddling, superior Andorian. Ellio lifted her fist and shouted loud. "Hey! Are we going to run?"The crowd called back, "no!" "Are we going to hide?""No!""Are we going to let anyone buy us off?""No!""That's right! We'll be heard! Celladore never sleeps and neither do we!"With that, Ellio, more determined than ever, led the way once again. As they crested the hill, a small and orderly gathering of city officials and security personnel was there to meet them at the glimmering space ports arrivals. Beautiful arched awnings like still ocean waves cast sweeping shade over hubs of walkways and kiosks, all the mechanacisms of orderly comings and goings. And even in these quieter hours, ships still came and went loaded with those seeking Celladore's spirit. Under Ellio's direction, the crowd became a long single line two or three deep blocking the pedestrian ramps. By now, Allis and his brothers had settled down, sufficiently scolded. They, too, were tired of being ignored and worse. Ellio herself stood at the center, arms crossed. Her community stretched to either side like great long wings. There were city officials, Ellio recognized from the news service and their grand speeches in Twin Suns Market. The security personnel stood back in their gleaming alert green, their empty hands clasped behind them. They were no more eager for this to escalate as anyone else. "You would be Morrow, I see. I understand you have a disagreement with the, um," the public relations liaison in her flowing caftan stuttered behind her lovely smile. "The strong-arm relocation of my home for a parking lot," Ellio supplied. "And the continued disrespect of the City Council to Fenlo.""Oh, I'm sorry to hear that. Well, we're very ready to hear whatever you ... all have to say. If you'll just come with us, we'd be happy to talk back in chambers." Ellio shook her head then turned to her people. "Do we want another meeting?""No!" "What do we want?""Action!" She shrugged to the PR rep. "Get Tashar. And a pen. No more talk. This is getting fixed. Today.""Ooh, but that could take some time. Maybe if you just all stepped to the side and..." Boos and jeers and steadfast faces came the response drowning out the placations. Frustrated, the PR person retreated to confer with the space station's second-in-command who looked flummoxed. The security team were then directed to assist in rerouting the travelers a long way around around the living blockade. And someone went to locate Callum Tashar. Shavan followed the crowd as they walked out into the streets of Fenlo, adding to the growing number of supporters. He kept to the edge of the group, staying alert for anything approaching. And so it was that he noticed movement in a few alleys they passed, followed by Kova’s reappearance and the ensuing scuffle. But Ellio quickly appeared to diffuse the situation.
So instead of intervening he hung back and listened, then watched Kova leave in a new light. Ellio’s refusal of whatever she had offered did cast some doubt on the situation. Anyone could be bought off, even if they liked to think otherwise. So were they really doing what was best for Fenlo, or did they just want to start a fight?
Not that it mattered to Shavan either way. Maybe he wanted to help, but there was a part of him that was just looking for a fight, too. So while he didn’t know exactly what would happen next, at this point he might as well see it through. When they reached the space port, he took a place in the line of people blocking the entrance, shouting along with the rest of the crowd and waiting for something to happen.

[ PO1 Kaya Som | Fenlo to Dostallo space port ]Kaya hadn't seen everything of what Kova had tried, but she'd seen enough and heard her say something about Charlie Fox who Kaya hadn't seen in hours. For all of the novelty of the setting and cause, Kaya was all too at ease, easily falling into a particular role. Hers was not the spotlight, her voice one among many, her presence her most important task. She placed her feet on the ground and lined up her shoulders with Shavan and Chloe beside her. Kaya had done this before, once, back when she was a teenager on Trill and she knew that 90% of this kind of business was waiting. That part never seemed to make it into the stories, how much waiting there was and how much nobody wanted anything to happen. She crossed her arms, set her stance and picked at something in her teeth. "You think she's right? Kova?" she asked Chloe and Shavan quietly as some kind of negotiation unfolded at the front. "That command's going to find out and get in a twist? Don't really care, honestly. What have we actually done, really? Gone on a walk?" It was rankly flippant this characterization of what could certainly be argued as getting involved in local politics and even, depending on the local laws (which Kaya was not fluent in), criminal behavior. For the time being, it seemed content with staying in its hole, only peeking out periodically. If it chose to venture any further, she sure as hell was out of there. It was only half the size of a grelth[fn](Andorian) arachnid[/fn], but that was still plenty large enough. She could hear the meat sizzling in the distance, and finally took the opportunity to pull out a small mini-padd. Attempting to convince Ellio hadn't gone anywhere nearly as well as she would have hoped. If anything, the woman was convinced that she was a blue Ferengi that had had her lobes twisted into antennae. It had been a long shot, that much was certain. She hadn't meant for it to sound as if she were trying to buy Ellio off, but clearly she had said all the wrong things or at least that was what Ellio had focused on. It shouldn't be a surprise. It was a language Ellio didn't know. And sadly universal translators didn't translate economics and politics into any discernable language. "May Uzaveh's[fn]Andorian deity[/fn] favor fall upon you," Kova mumbled as her finger made a few movements along the padd. She'd made an attempt from one side of the equation, now it was time to influence the other. Kova knew better than to repeat the same mistake, which meant no direct contact. That had been far from her traditional M.O. anyway. Kova completed a series of transactions, posing several bids to local Ferengi and Orion contractors to make repairs and renovations. Granted, the owners could always refuse, but this at least gave the illusion that Kova intended. If the pushers of this space port really wanted to move forward with their plans, they'd have to buy out these additional contractors. That would put quite a dent in their bottom line, and investors weren't fond of deadlines being pushed back and additional resources being solicited. Not to mention, separating a Ferengi from a binding contract was easier said than done. Content with what she'd done, what some humans would call a 'hail mary', all she could do was wait and see. It wasn't her concern to begin with, and she probably should have avoided it to begin with. "I've got to stop hanging around those Fleeters," she mumbled as she placed the mini-padd in her pocket. It was about that time that her bulgogi made its way to the table. The Andorian examined it and then proceeded to taste it. "She's right. This isn't half bad."

[ Shavan Th’zhaar - Dostallo] As they stood in the line of protestors, Shavan turned towards the other Starfleet officers when Kaya started to voice her doubts. “I think she might have been onto something,” he admitted, remembering the device Kova had offered Ellio. As for trouble with command, he saw it pretty much the same way Kaya did. He was still fairly new to all of this, but they hadn’t actually done anything. No one here even knew who they were. Besides, of all the things he didn’t want Starfleet to find out about... this was very low on the list. Shavan shrugged. “But that depends on what happens next.” If anything even did happen.. and what the outcome was. Kaya Som Matthew Harmon
