Before Chloe could decide on an order, a group entered the bar and ordered a round for the whole bar, which Chloe accepted. She was curious what was going on so leaned over towards Charlie, figuring the journalist was the most likely to have a clue what was going on around town. "Any idea what's going on?" she asked.

...But the familial peace of Fenlo is hard to find now. When most are usually home gathered in kitchens or smoking cigars around chess boards, there's a ruckus at the Zephyr Club. The small public house is host to an overthrow crowd and no one is there for food or fare. Tonight they will take a stand...[ Ellio Morrow ]Some time ago, someone had hoisted the slightly built Ellio Morrow up on a hair because in the preceding hours, the club had become so crowded she couldn't be seen. Ellio had never wanted this. She didn't think of herself as a leader. All she wanted for herself and Fenlo was to get on with it. But sometimes things happened. Sometimes the dust was stirred up. Sometimes you found yourself standing on a chair with your fist in the air, saying out loud everything that you'd held in. "And I'm tired! I'm so dragging tired of Council ignoring Fenlo until they need us. Tired of them always taking!"At every pause, the those gathered barked their approval (or disapproval as the case may be). "The Zephyr is my home! And it's your home, too! They haven't been listening, but they're going to hear us now, I felling do think!"A cheer. And among the voices, that of a certain Trill, a frustrated and disillusioned Starfleet non-comm who felt more like herself than she had in months. It felt right to be here, like she could help with something that mattered. These were good people and deserved justice. Charlie had gone off somewhere, but there were a couple other familiar faces still in the club. Whether they were ready to follow whatever happened, that was their choice. Matthew Harmon Shavan Th'zhaar Kova Sh'qaleq [ Kova Sh'qaleq - The Zephyr Club, Fenlo ] Kova had seen this before. It was a powder keg waiting to ignite. All it needed was someone to light the fuse. The Andorian's eyes fell upon the woman that was speaking, Ellio, and knew that she'd likely be just the one to do it. What people didn't understand was that a movement was easy to form, but you had to have the right person to lead it. And it seemed that the people had spoken, even hours ago when they had rushed into the club seeking out Ellio. So, how do you stop someone from doing the right thing? Because sometimes, even if you showed them the price, they were convinced that it was worth it. Something else that Kova didn't care to see was several Fleeters still littered in the group. Chloe should have been smart enough to leave this place. This was the sort of stuff that Starfleet preached religiously that they wanted their officers to avoid. Her eyes then fell upon the trill, Kaya, who seemed just as enthralled in this as the locals. Perhaps that was the reason she decided to approach her first. As she did, however, Kova reached into her pocket and pulled an interactive lens. she rested it over her ear and blinked prior to looking up to activate it. "Voice encryption, prime user," Kova said. "Commence Algorithm_Bleeding_Heart. Threshold_0.9%_Local. Protocol_Evade_0128//KXS_Run."
[... Chel-E Active... ] [... Recognize User: 001... Voice Confirmation... ] [... Locating Algorithm_Bleeding_Heart... Found... ] [... Threshold: 0.9%... Local: 243.11.895... ] [... Evasion_Protocol_Level: 0128//KXS_Custom... Running.... ] [... Estimated Run Time: 00:48:27.XX... ]
The Andorian heard a faint chime and removed the lens from her eye, replacing it into her pocket. As she moved through the crowd, she did her best to make eye contact with Chloe. Though she stopped just behind Kaya. "This isn't the place for you, Starfleet," Kova stated flatly. She was hopeful that the Trill would take the hint and leave. Though, considering what she'd heard about the young woman, she doubted it. She was tougher than she looked. Too bad for her.

[ Shavan Th’zhaar - The Zephyr Club] A few drinks and a few rousing words by the club’s owner later, and Shavan’s detachment was slipping. True, he didn’t know this place or these people, but the idea of stirring up trouble in order to stick it to someone who deserved it, to stand up and fight for something… well, that was an idea he could get behind. And so time passed, the room began to fill, and he stayed. Maybe he could still leave, and spend the rest of the night partying on the other side of the city, trying to drown his feelings in drink and company and pretend that everything was fine. But it would never be enough. This place definitely wasn’t the answer to his frustrations with adjusting to life in Starfleet. Maybe, though, it was somewhere to start letting them out. On the surface, everything was going well. Shavan was a capable science officer, had been promoted twice, and had a promising career ahead.. all he needed to do was stay out of trouble, make sure the past stayed buried and keep looking forward. But he hadn’t risked everything to join Starfleet and leave his old life behind, in order to sit behind a desk with a fancy title. He had done it to get out there and learn to become someone who fought for what was right. Shavan took a deep breath and raised a glass to Ellio, cheering along with the rest of the crowd. Maybe hers was a lost cause that would only bring more trouble. Of course this Council wouldn’t just give in, and the people gathered here would win nothing without a heavy price. But right now, he didn’t care. He’d never been afraid of impossible odds. soft tag Kaya Som Kova Sh'qaleq Matthew Harmon (Chloe)

[ PO1 Kaya Som | Zephyr Club ][...] "This isn't the place for you, Starfleet." [...] Kaya turned around, the start of a sneer on her lips ready to tell off whoever had decided to tell her what to do. Her disdain faded when she saw it was Kova. "Why do you care?" Kaya asked and crossed her arms. "This could be exactly the place for me." Kova. Kova the helper. She looked around. Chloe was still there. Shavan had a drink in the air. They could have left at any time. "These people need help." Kaya reached out and clapped Kova on the shoulder. "Stick around." [ Kova Sh'qaleq - The Zephyr club, Fenlo ] Kova rolled her eyes and shook her head slightly. "Truth is, I don't care, but you do," Kova replied. "Problem is, that's what's going to come back and bite you in the phoozh[fn]anus[/fn]." Kova exhaled and shook her head. "I've seen this holo-novel before. The people here are fed up, they're going to bitch and moan about it, then do some sort of protest that is going to prove to the rest of the public that this place is better off as a parking lot to their new pet project."Kova then turned to look at Kaya. "And you... the upstart engineer who has already proven to be volatile by snapping at an officer will find herself on a transport back to Trill to tinker on waste extractors." Kova shurgged her shoulders. "Harmon's slippery enough to make sure nothing happens to Chloe. And Shavan, as a lieutenant, they could make an example out of him by pulling a pip and banning him to the arboretum until another rigid stick grows firmly up his phoozh to follow orders without question.""Starfleet likes its pups to be righteous in a fight, not always fighting for what's right," Kova shared. "Trust me. I learned that lesson the hard way."Kova's attention was captured by another choral reply. She slowly shook her head. These people were steadily working themselves up, just to get squashed under one big boot. Kova reached into her pocket and placed the interactive lens over her eye once again. She knew there'd be questions... there were always questions. "Voice encryption, prime user. Chel-E, display." Kova's eyes skimmed the virtual readout and sighed. She wasn't so sure she'd have as much time as was likely needed. "Algorithm_Black_Parade. Threshold_35%_Radius_Expand. Evade_0128//KXS_Continue_Concurrent_Run."[... Chel-E Active... ] [... She removed the interface and placed it back in her pocket. She wasn't oblivious to her audience. "Do yourself a favor. Don't ask stupid questions," Kova advised.

[Lt Shavan Th’zhaar - Zephyr Club] Looking around the room, Shavan noticed that the others he had arrived with were still there in the crowd. In doing so he overheard a few lines of Kaya and Kova’s conversation, including his own name, that caused him to glare at Kova before walking back over to them. The day that Shavan blindly followed orders would be the day he was replaced by a changeling. Although technically none of them were going against orders by being there… so it was really none of her business, and nor would he tell anyone else what to do with their shore leave. His eyes narrowed as he noticed Kova speak into a device. “If this is such a terrible idea, then why exactly are you still here?” he asked her, cutting in. Just like him, Kova claimed she didn’t care.. and yet, here she was. Kova Sh'qaleq Kaya Som Matthew Harmon

[Chloe Hudson - Zephyr Club]
The grievances of the group in the club started to become a little more clear. Something about the Council taking their home. It hit close to home for Chloe who had lost her home to the Cardassian's in that cruel and unjust treaty. Kaya seemed intrigued as well, and even cheered with the crowd. Chloe noticed as Kova, who seemed not to share much sympathy for these people, made eye contact with her. She moved towards Kova and Kaya and caught their conversation. She looked at Kaya and stood next to her, facing Kova making it clear she was on Kaya, and the people of this community's, side. "We aren't here as Starfleet. We aren't on duty, if we can help these people why shouldn't we?" she said to Kova. She was probably right Harmon would protect her from any fallout from any poor decisions made, but he had a soft spot, or at least plans for, Chloe wasn't sure which, Kaya as well. He'd probably watch out for her too if it was necessary, though Chloe was careful not to reveal any of that to Kova.

[ Kova Sh'qaleq - The Zephyr Club, Fenlo ] It was uncanny how much like a bar of gold-pressed latinum each of these three were: pretty to look at and incredibly dense. Kova rolled her eyes at Shavan who had approached. He had been rather quick about it, so she wasn't entirely sure how much he'd heard. Though, he was rather quick to attempt to make a point of how her words were more hypocritical than anything else. "Because this is like an ice-cutter collision. It's so tragic, but you just can't tear your eyes away from it," Kova replied. "Of course... you probably wouldn't know much about that would you, green-blood?"Kova then turned her attention to Chloe, who was making the argument that they weren't on duty and should be able to help these people. Kova shook her head. "Harmon would be so proud. All set to ignore the rules as if they don't apply to you," Kova quipped. "Your own rules forbid you from getting involved in the politics of other cultures. And last time I checked you didn't get to be Starfleet when it was convenient for you." Kova scoffed. "You think they don't know? What if having you co-sign their grievance eggs them on? Justifies an escalation to violence?"And then there was Kaya, and her naive insistence that she knew what she was doing. Kova's eyes narrowed after she stared after the Trill. "I'll be sure to tell the authorities that while I'm strangling you!" Kova called out after Kaya. Though, she wasn't sure whether she was heard or not over the chants of the crowd. Kova's eyes then searched the crowd once more, which seemed it no longer cared to be contained by the walls of the club. "Z'tōk[fn]equivalent to the f-bomb[/fn]!" Kova cursed. Celladore had pissed on these people from afar for years, and now they wanted to crush the only thing they had left. And it seemed that these people had had enough. Kova felt as if Kaya may be a lost cause... or too spirited to listen. But it was worth a try. "I need you all to pull your heads out of your collective altruistic phuuzh[fn]anus[/fn] and think! Not about the here and now, but about tomorrow. Tomorrow when half these people are jailed, separated from their families, injured or worse. You want to help them so badly? Find Ellio. She needs to know this isn't going to work. Deep down, you already know that it's not."

[ Shavan Th’zhaar - Zephyr Club] Shavan rolled his eyes, not deigning to reply to the comment about ice cutters and green blood. His skepticism only increased as Kova continued to try to talk them all out of this. He didn’t know about the others, but Shavan wasn’t naive; he knew perfectly well that it was dangerous and ill-fated, and if Kova assumed otherwise then she was the one who didn’t understand. It was in no small part due to the heritage she was so quick to try to insult, that he knew nothing was ever achieved without violence. When the world was against you, you had to fight to take your place in it by any means available. Of course people would get hurt, and maybe things here would get worse before they got better. It was a necessary sacrifice, because surrender was never an option. And if they all felt the same way and were willing to take that risk, then there was no stopping it. “I am thinking about the future. You can’t win anything without a price. [ Ellio Morrow | The streets of Fenlo, heading for Dostallo ]The Zephyr club and the rest of the buildings on its row backed up to a strip of jungle which lined the bottom of the cliffs, a natural border between the space port above in Dostallo and the edge of Fenlo. Ellio Morrow led a hundred or so out and down the street. They'd have to take a round about path and she was sure the'd be joined along the way. As she heard the voices swelling behind her in the sun, her stomach churned and she felt her guts rise into her throat. She'd never believe anyone would have followed her and the emotion threatened to overwhelm her. But then she did what she'd done many times in the past and imagined her skin was made of stone. She was not alone. She could feel later. Ellio turned around as she walked to check on the crowd. Nearly all the faces she knew or had seen before. Everyone in Fenlo seemed to visit the Zephyr from time to time. But there were a few people she'd never seen before. She smiled to herself. If they were from other boroughs, that'd be a first. What Ellio could never have guessed is that they'd be tourists - Starfleet tourists at that, come out of their idealistic little bubbles to throw their hands in for strangers. "Save the Zephyr! Fenlo needs better!"If the council wouldn't hear them before, they'd certainly hear them today. Shavan Th'zhaar Kova Sh'qaleq Matthew Harmon (Chloe)

Kaya would be lying if Kova's warnings hadn't planted the smallest seed of doubt in her. She wasn't Starfleet, they weren't friends, so her vehement concern had to come from someplace else. Where, Kaya couldn't divine. But for the first time, Kaya felt like something mattered and felt the (potentially self-destructive) need to find the boundaries of how she could exist in this world. She didn't know what was going to happen (even though Kova seemed to) but that was all the more reason to keep on.
She found herself marching next to Shavan and Chloe as the street steepened.
Elsewhere...
Word travelled quickly to Dostallo. Discomfort in Fenlo, was the message, a crowd marching to the space port. Why couldn't anything go smoothly with Fenlo, security ministers moaned. Better notify the councilors. The last thing anyone wanted was disruption and inconvenience at the port, let alone unrest. Fenlo in the news service had a way of chilling Celladore's warm and welcoming reputation.

Fenlo in the news service had a way of chilling Celladore's warm and welcoming reputation.[ Kova Sh'qaleq - Streets of Fenlo, heading for Dostallo] Kova's response to Chloe's booing, was a firm salute of her middle finger. It was one of the few nonverbal communications of humans that she appreciated. She'd remind Hudson of General Order #3[fn]The sovereignty of each Federation member being respected in all things, Starfleet personnel shall observe any or all statutes, laws, ordinances, and rules of governance currently in effect within the jurisdiction of a member world. Violators of such ordinances will be subject to such punishments or corrections as shall be determined by local governmental bodies. ( Memory Alpha)[/fn] later. Figures that spooks (even those in training) would opt to neglect that one when convenient. It quickly became obvious that they weren't interested in listening to Kova. Chloe... Shavan... Kaya... hell, even the rest of the people of Fenlo. They all thought this was going to be some sort of fair exchange. You express some grievance and the masses would listen. They were all so caught up in their cause... in being the victims... that they didn't stop to think that everyone else would see them as the aggressors. An angry mob trying to disrupt the comforts and safety of the people in Dostallo. Kova reached into her pocket and replaced the device on her head. "Chel-E, how do I get in front of this crowd? Destination: Dostallo... Foot travel," Kova said. The interactive lens highlighted a map, showing a more direct route to Dostallo than the crowd seemed to be taking. Of course, Kova knew that she'd have to run to get in front. After replacing the device in her pocket, run she did. It was hardly pleasant and she recalled why she hadn't been the largest fan of physical conditioning back at the academy. To run in such weather was annoying... to sprint in it.... Kova began to perspire heavily, but moved through the winding streets gaining on the crowd. A few glances through some connecting streets seemed to suggest that she was making progress. It helped that they were walking while she wasn't. Finally, when she didn't see the crowd, Kova sprinted down one of the last connecting streets, spilling her out in front of the crowd. Winded, Kova half keeled over to catch her breath. She only paused for a moment, before she moved towards the crowd, though her eyes were on Ellio. "Stop! Just wait a minute," Kova said approaching the crowd. She began to reach into her pocket to pull out the device when one of the members of the crowd approaching Kova completely misinterpreted. "Is that a weapon?!" he asked ceasing Kova by the wrist. Kova reacted, quickly slamming her free forearm down upon his, freeing her hand. She then spun her hand backwards, knocking the man back and off balance. She recognized her mistake almost instantly. This was what Kova had been so afraid of. That people would be so wound up that they'd react first, rather than listen. And even Kova had been guilty of that: wanting to be heard over taking the time to listen. And that was the minority... but that was typically all it took. "I just want to--" she began as another pair quickly moved to restrain Kova from both sides. She wasn't even sure where the punch to the stomach had come from, but it had certainly been more than enough to knock all the air from her lungs. Kova even felt her knees give out after the blow. She coughed loudly as she tried to take in a decent breath. "... to... to talk," Kova finally managed to expel from her lips. Her eyes looked at the device that had fallen in front of her. "Please?" Kova said in Ellio's direction as she tried to catch her breath. "2 minutes? That's all I ask. If... if you can't afford that much time to listen to me... what makes you think... they'll do the same for you?"
